Apply for a transfer permit for your vehicle if you need to temporarily transfer or use it. With the transfer permit, you will receive the transfer badges that you must attach to the vehicle before using it.

A transfer permit is vehicle-specific and it is issued for a justified purpose. Read about the purposes of transfer permits towards the end of this page under Purposes for which you can get a transfer permit. The permit may be issued for a vehicle that has not been registered for the first time or has been decommissioned from traffic use or for a vehicle that is in traffic use but has been banned from use or driving.

In certain cases, you can take the vehicle to an inspection without a transfer permit even though you should otherwise not use the vehicle in traffic: 

  • You can take your vehicle that is used in traffic to an inspection even after the periodic inspection period has ended if you have booked the inspection in advance and the vehicle has the registration plates attached. 
  • You can move your decommissioned vehicle to an inspection station if you have booked the inspection in advance, the vehicle has the registration plates attached, the vehicle tax has been paid and the vehicle has a valid motor vehicle liability insurance. In these cases, you can also transfer the vehicle to a place where you keep your vehicle or where it can be repaired immediately after the inspection.

When can you get a transfer permit?

  • The vehicle does not have any overdue vehicle tax or additional tax.
  • The vehicle is suitable for traffic and the build, equipment, condition and other features of the vehicle are safe. 
  • You take out a temporary motor liability insurance or you have a valid motor vehicle liability insurance.
  • The vehicle has a permanently marked vehicle identification number.
  • If car tax has not been paid on the vehicle, you have submitted a declaration of use to the Tax Administration.

Apply for the transfer permit from an inspection station that offers registration services or from a Customs office

Fill in the transfer permit application either in advance or in the office. Note that the validity period of the transfer permit must begin within one week from when you apply for the permit. 

Take your identification document with you, because your identity will be checked in connection with the application.

When you apply for the transfer permit, also take out a temporary motor liability insurance

When you apply for the transfer permit, you will also need a motor vehicle liability insurance. You can take out a temporary motor liability insurance granted by the Finnish Motor Insurers’ Centre when you apply for the transfer permit.

However, you can use the (continuous) motor vehicle liability insurance of your own vehicle in the following cases:

  • The vehicle is used in traffic and you are the owner or the holder of the vehicle or you have been authorised by the owner or the holder.
  • You are applying for a transfer permit for the competitive use of the vehicle and you are the owner or the holder of the vehicle or you have been authorised by the owner or the holder. 
  • Your vehicle has not been registered before and you are the applicant of the transfer permit and the holder of the insurance policy.

Keep the transfer permit with you when you drive and attach the transfer badges to the vehicle

Keep the transfer permit you received with you when using the vehicle in traffic. 

Attach the transfer badges you received with the transfer permit either to the front and the back of the car, to the space reserved for the registration plate or to the rear window and the right top corner of the windscreen (when viewed from behind). Do not attach the badges on painted bumpers, painted metal surfaces or on the window defroster grid.

If the transfer permit is not for a car and you attach the transfer badge to some other vehicle, attach the badge to the space reserved for the registration plate. 

Remember to remove and destroy the transfer badges after the validity of the transfer permit has ended.
