EU ETS compliance is the responsibility of the shipowner, or of the ISM company authorised by the owner. The responsible entity must notify Traficom of all ships subject to the EU ETS.

Designation of the Responsible Entity under the EU ETS

Shipowner

Where the shipowner is directly responsible for EU ETS obligations, the shipowner must submit to Traficom a document in accordance with Article 2 of the Implementing Regulation. Together with the owner’s details (including business ID), the document must list all ships within the scope of the ETS Directive, including their name and IMO number.

The document must be sent by email to kirjaamo@traficom.fi and ETS-maritime@traficom.fi .

If ownership of a ship changes,the shipowner is required to promptly submit to Traficom an updated document with a corrected list of ships. The updated document must also be sent by email to  kirjaamo@traficom.fi and ETS-maritime@traficom.fi

If the responsible entity is not the shipowner: 

If the company responsible for EU ETS obligations is not the shipowner, it must provide Traficom with an authorisation in accordance with Article 1 of the Commission Implementing Regulation. The authorisation must be duly signed and legally binding, and submitted by post to Traficom’s Registry. A scanned copy must also be sent by email to ETS-maritime@traficom.fi .

If the authorisation document submitted by post is a copy, it must be certified as a true copy by a notary public or by a person designated by the administering authority of the responsible company. If the certified copy is issued outside the Member State of the administering authority, it must be legalised.

Emission Trading Obligations

Greenhouse gas emissions from ships subject to the EU Emissions Trading System must be monitored, reported, and verified in accordance with Regulation (EU) 2015/757 of the European Parliament and of the Council (the MRV Regulation). EU ETS covers carbon dioxide (CO₂) emissions and, from 2026 onwards, also methane (CH₄) and nitrous oxide (N₂O) emissions. Ship-specific monitoring plans and annual reports at ship and company level must be submitted to Traficom via the THETIS-MRV system. More information on EU ETS obligations:

Administrative fees for maritime emissions trading in Finland

The Finnish Transport and Communications Agency Traficom charges companies responsible for compliance with the emissions trading system for administrative procedures, such as the approval of ship monitoring plans and the review of emissions reports. The charges are set in accordance with the currently applicable Decree of the Ministry of Transport and Communications on Traficom’s chargeable services.
