Familiarise yourself with the instructions enabling you to register a vehicle imported to Finland from abroad.

Do the following

Submit the declaration of use to the Finnish Tax Administration

If you want to use a car, van, motorcycle or quadricycle, such as a light quadrimobile, in Finland before it is registered for the first time, submit a declaration of use to the Tax Administration. The vehicle being used must have been registered in another EU or EEA state or a transfer permit must be obtained for the vehicle. Make sure that the vehicle has a valid motor vehicle liability insurance.

If necessary, apply for a transfer permit for the vehicle

If you want to use a car, van, motorcycle or a quadricycle, such as a light quadrimobile, in Finland before it is registered for the first time, apply for a transfer permit for the vehicle from an inspection station that offers registration services. Present the declaration of use you submitted to the Tax Administration when you apply for the transfer permit.

Take the vehicle to a registration inspection at an inspection station

When the registration inspection of your vehicle has been approved, you will receive a registration inspection certificate. You will need the certificate for the first registration. Take a copy of the foreign registration certificate for yourself for possible later use. The vehicle inspection office will provide you with more information on the registration inspection and the validity of the registration inspection certificate.

A certificate proving the conformity of the vehicle, such as the COC certificate (Certificate of Conformity) issued by the vehicle manufacturer or a representative of the manufacturer, makes it easier to manage the car tax, inspection and registration matters related to importing in Finland. You can use the certificate to show details such as the vehicle identification data and its CO2 values.

Have the first registration of the vehicle at a vehicle inspection station that offers registration services

The following is required for a first registration

  • a valid registration inspection certificate
  • car tax paid to the Tax Administration on a car, van, motorcycle or quadricycle
  • a customs clearance decision and a statement of paid customs fees for a vehicle arriving from outside the EU
  • a motor vehicle liability insurance.  

You will get registration plates for your vehicle in the first registration.

In My e-Services, you can check the following information on your vehicles free of charge

  • technical data
  • inspection data
  • owner and holder data
  • vehicle tax details and the tax situation

You can also conveniently pay a vehicle tax that is overdue or due and submit register notifications in the service.

Traficom reports the registration of a vehicle in Finland

Traficom informs the registration authority of the EEA state concerned and the Province of Åland of the first registration in Finland of vehicles registered in an EEA state or the Province of Åland.
