If you have a parking card for people with reduced mobility, you can park your vehicle in public parking spaces and areas where parking is not otherwise permitted with certain restrictions.

A parking card for people with reduced mobility is personal. You can only use the card in a vehicle that you are driving or are a passenger in. Therefore, keep the parking card with you if you are using several vehicles.

A parking card issued in Finland can be used in all Member States of the European Union.

When you apply for a new parking car, your previous one will automatically expire.

On this page, you can find instructions for applying for a parking card for people with reduced mobility and tax exemption.

Obtain a medical report if necessary

You need a medical report when you apply for your first parking card or when you renew a parking card that is about to expire and the card was issued based on a temporary disability (for less than 10 years).

You always need a medical report if your previous card was issued in another EU or EEA country, regardless of how long the card was issued for.

You do not need a medical report if

  • you are renewing a parking card that was issued based on a permanent disability. In this case, attach a copy of your previous parking card to the electronic application in the service.
  • you are applying for a replacement card to replace a lost, stolen or destroyed parking card or if you have changed your name. The validity of your previous parking card is checked against the registry.

Log in to the service and complete the electronic application

Attach a medical report to the electronic application if you are applying for a parking card for the first time or renewing a parking card issued for less than 10 years.

You can also apply for exemption from the base tax of vehicle tax in the service. The tax exemption can only be granted when applying for a new parking card or renewing a previous parking card.

The exemption can only be granted for one vehicle.

If you are not applying for the tax exemption for yourself, report the registration number of the vehicle and the personal identity code of the holder of the vehicle.

You do not need to submit the application in the service yourself. Instead, you can have another person submit it on your behalf with a power of attorney.

In this case, the applicant logs into the service using their own IDs. You can find the power of attorney template at the bottom of the page.

If you are applying for a parking card for your minor dependent, you do not need a power of attorney.

Pay for the application in the service. The application cannot be withdrawn, and the application fee is non-refundable. Do not deliver the application by post.

Posted applications will not be processed.

Delivery by post to your home

The parking card will be delivered by post to your home address within approximately 10 business days from the date on which the application was submitted, provided that the relevant conditions are met.

If your application or medical report is incomplete, you will be contacted by a customer service agent of Ajovarma, Traficom's service provider.ä.

If you do not want to apply for a parking card in My e-Services, you can apply for it at a service point of Traficom's service provider Ajovarma. Make an appointment in advance.

Parking with a parking card for people
with reduced mobility and parking monitoring

Holders of a parking card for people with reduced mobility can park in public areas under the following conditions:

  • in parking spaces marked with a wheelchair symbol
  • in paid parking places free of charge
  • in areas where parking is forbidden by the traffic sign 'Pysäköinti kielletty' (no parking) or 'Pysäköintikieltoalue' (no-parking zone)
  • for a longer period in an area where the maximum parking time is limited
  • on the streets in residential areas, provided that the parking does not cause significant disturbance to traffic or other uses of the street
  • on the carriageway of bicycle streets, including places other than marked parking places, if this does not cause unreasonable disturbance to others

Parking in public areas is monitored by municipal parking control units and the police.

A parking card for people with reduced mobility does not directly give you a right to park in private areas. In such areas, you must still comply with the parking rules and traffic signs of the area.

Check the applicability of your parking card with the property owner or the company monitoring the area.
